Can a rich country still build things?

Reservoirs, transmission lines, solar farms, data centres, houses: the argument here is not about whether they are wanted but about what stops them. One reading is procedural -- permission and litigation add years to everything and the review now costs more than it protects. Another is that the capability itself has gone, and that a country which cannot build a reservoir will not build anything else either. A third points out that regulation is still the only thing standing between a project and its externalities, and that saying which regulation is the whole difficulty.

Where the claims collide

Cochrane and Handmer hold jointly that permitting and litigation, not money, are what stop anything getting built in America.
