If AI permanently drives down demand for labour, long-term income support for a significant fraction of the workforce will likely become necessary.

Amodei holds both of these: that long-term income support will be needed for a significant share of the workforce, and that UBI is at most a small part of the answer. Not a contradiction, since income support need not take the form of UBI, but the two sit uneasily together and the gap between them is where the actual policy argument lives.
