Keeping a foreign accent is a choice about who you are, not a limit on what you can hear or say.
Sivers holds both: that the first thing to do in a new language is to imitate its accent completely, before the words, and that keeping a foreign accent is a choice about who you are rather than a limit on ability. The pair is coherent only if the accent is acquired first and then deliberately let go, which is not what either claim says.
