Minds are different from machines. A machine does not choose whether or not to act; it does not have volition or will. There is an inside to a mind, which means we can’t analyze the mind like an engineer looking outside-in, the way we analyze mindless machines. We can only understand the mind by experiencing what it’s like inside our own minds.
