The Palestinians should be offered self-rule, but without the sovereign powers that could endanger Israel; he describes founding a Palestinian state as an aim of part of the previous leadership, not his government's.

If the Palestinians recognise Israel as the Jewish state and accept demilitarisation, Israel will agree in a peace agreement to a demilitarised Palestinian state beside it.

His opposition to a Palestinian state in any territory west of the Jordan stands and has not changed at all; he says he has been rebuffing such attempts for decades.

Context: After the March 2015 election he told NBC he still wanted two states but that circumstances had changed. The Trump plan's step of applying Israeli law to parts of the West Bank was suspended in August 2020 under the normalisation agreement with the UAE. Hamas attacked Israel on 7 October 2023; several countries recognised a State of Palestine in 2024 and 2025.
